5月19日，21世纪经济报道获得中国民航局一份最新特急电报通知，通知要求各地区民航管理局和航空公司，提前一两个月申请国际航班预先飞行计划，合理控制国际机票预售数量，尚未复航的航空公司不得在批准复航之前预售国际机票。这意味着民航仍将继续“五个一”政策。
“五个一”是指3月29日起实施的一航空公司、一个国家、一条航线、一周、一个航班的规定。

随着全球各国持续复工复产，国际航班正常化亦被公众高度关注。5月19日，交通运输部部长李小鹏在国新办新闻发布会上，回应记者提问时曾表示目前民航还是实行“五个一”的政策，下一步随着疫情防控形势的发展，会不会调整、怎么调整，需咨询民航局等相关部门。
而按照记者了解到的情况，目前多个外国航空公司申请复航中国航班，并有不少航空公司官网上已经可以销售拟复航航班的机票。
对此，民航局的通知里特意点出这个问题，要求航司和管理局管控好国际客运航班的计划编排和机票预售工作，避免出现已销售航班量远超过实际执行的航班量造成的服务纠纷。
通知内容显示，至少在十月份之前，“五个一”政策仍将继续执行。
民航局要求航司继续按照“五个一”政策要求安排航班，并提前向民航局运行监控中心申请预先飞行计划。
5月份申请6-7月份两个月的预先飞机计划，
6月份申请8月份的飞机计划，
7月份申请9月份的，此后月份以此类推。
民航局称如果政策发生变化会提前通告并对审批程序做出调整。
未复航航空公司不得
提前预售国际机票
由于国际航班计划有限，民航局要求航司合理控制国际机票预售数量，坚持底线思维，确保量力而行。对于已经批复预先飞行计划的严格按照计划销售，但是尚未复航的航空公司，不得在复航前预售国际机票。
据记者了解，事实上很多外航已经预售了不少机票。因此民航局要求做好已预售机票的退改工作，已经确认无法执行的航班，各航司要尽快告知旅客航班取消情况，并为其办理退改手续，而旅客要求退票的则应提高机票退款效率，缩短退款周期。
