2020年电子登记抽签制度 流程
-电子登记前
移民局会通过其官网（www.uscis.gov）公布接受电子登记的日期。2018年H-1B择优规则草案规定，进行电子登记的期间应不少于14天（自然日），并且不晚于每财年开始申请前14天（自然日）。移民局应提前30天通知开放电子登记。
-进行电子登记
雇主需要在移民局规定的日期内在移民局官网上进行电子登记。
如果提交电子登记的数量超过法定可以签发的数量，那么电子登记中开始工作的时间应当是每财年的第一个工作日。
除非移民局没有收到足够的电子登记并延长接受电子登记的时间，这样电子登记中开始工作的时间才能是每财年的第一个工作日之后的时间，但不能超过六个月。
*注:一个雇主需要为这一联邦财年申请的每一位H-1B受益人分别提交单独电子登记，电子登记中需要明确每位H-1B受益人的个人信息。
*注:一个雇主同一财年只能为同一受益人提交一份电子登记。如果一个雇主同一财年为同一受益人递交了一份以上电子登记，那么该雇主为其他受益人提交的电子登记全部无效。
*注:电子登记系统（USCIS H-1B Registration Tool）中将要收集的信息会另外公布。
目前所知的信息是：
(1) 雇主的名称、税号和通信地址；
(2) 雇主授权的经办人的姓名、职位和联系方式（电话、电邮）；
(3) H-1B受益人的全名、生日、出生国、国籍国和护照号；
(4) H-1B受益人是否在美国高校获得硕士或以上学位；
(5) 律师和G-28表；
(6) 移民局或电子登记系统要求的其他信息。
一旦电子登记期间截止，雇主就不能修改电子登记；但移民局在研究登记系统，允许电子登记期间修改电子登记。
-移民局确认收到电子登记
移民局收到合格的电子登记后，会自动电邮雇主确认收到电子登记。
（确认收到电子登记不等于选中可以受邀申请H-1B。）
-电子登记系统抽签并邀请申请
电子登记系统的抽签，会先抽取Regular Cap，再抽取US Master Cap。
(1) 电子登记数量少于法定可签发的数量
如果收到的电子登记数量少于法定可签发的数量（65,000个Regular Cap和20,000个US Master Cap），电子登记系统会一直开放直到达到数量或者该财年结束。（估计不太可能发生。）
(2) 电子登记数量多于法定可签发的数量
如果收到的电子登记数量多于法定可签发的数量（65,000个Regular Cap和20,000个US Master Cap），电子登记系统会按之前宣布的日期关闭，并进行抽签。
移民局会多抽一些，以备不予受理（reject）、悲剧（deny）、撤销（revocations）、或撤回（withdraw）等的申请。
抽签完成后，没有抽中的电子登记会保留（on reserve），以备补充不予受理、悲剧、撤销、或撤回等的申请，好充分利用同一财年的名额。2018年H-1B择优规则草案全文没有使用候补名单（wait list）一词。
完成上述抽签后，移民局会邀请抽中的电子登记雇主为电子登记中的受益人提交H-1B申请。
-提交H-1B申请
抽中电子登记雇主收到邀请后，可以在有效期内为电子登记中指明的受益人提交H-1B申请。移民局在邀请中会指明递交申请的截止日期；如果超出截止日期，则邀请作废。
邀请中规定的邀请的有效期应不低于90天。递交的H-1B应当附上邀请申请的通知。
