反转！国务院声明欢迎中国留学生，多位国会议员反对取消或限制OPT计划
前段时间，以川普为首的美国政府对中国留学生的不友好程度想必大家都通过各类消息有所了解，遣送留学生、禁止一些专业的留学生留美、试图取消留学生OPT的工作签证等等一系列的发言和动作。
但近来针对“禁止中国留学生留美”和“取消留学生工作签证”政府的态度发生了一系列的反转。
针对“禁止中国留学生留美”
美国国务院发表声明称：
“我们继续欢迎并重视绝大多数中国学生和学者的贡献。”
这则声明中重点提出：
“就是大家要明白这个政策不是针对绝大对数中国学生，如果疫情条件允许，他们仍将被欢迎来美国大学和研究机构，我们十分重视他们的贡献。”
“我们不是针对这些领域的所有人，我们只是针对有嫌疑将这些技术用于军方的人。”
“重申这仅会影响到目前让美国获益的大量中国留学生中的极少数一部分人。”
针对“取消留学生工作签证”
21位共和党众议员于6月2日致信国务卿蓬佩奥和国土安全部代理部长查德·沃尔夫（Chad Wolf），要求他们继续支持面向国际学生的OPT计划。
一些共和党众议员于2020年6月2日致函国务卿和国土安全部代理部长：
“我们致信要求你们的帮助，确保美国有能力吸引和教育世界各地最优秀和最聪明的学生和学者、并与其建立友好关系。
为实现该目标，我们要求贵部门优化签证流程确保国际学生能够按时入学就读；并且保留OPT计划，因为这个计划将有助于美国在全球范围内争取更多国际生份额。”
这封信敦促国务院和国土安全部确保国际学生能够在秋季开学前来到校园。
国会议员们要求道，“为此，我们要求两位的部门努力协调，一致解决签证服务（包括领馆如何优先处理F-1和J-1签证在内的签证申请）需求预料之中的激增。我们相信你们的机构具有多种备选方案，包括豁免特定面试要求、优先安排因新冠疫情取消的预约、并向美国高校恢复教学所亟需的教授、研究人员、科学家及时提供申请和续签服务。”

“我们要求政府公开澄清OPT计划将不折不扣地继续实施，从而向全世界发出明确信号，美国依然是一个对于国际学生具有吸引力的求学胜地。
随着加拿大，英国，中国和澳大利亚等国家出台有利于吸引和保留国际学生的移民政策，我们国家更不应该限制OPT计划从而降低自身竞争力。
对于很多不但希望在美国求学，而且学成之后获取工作经验的国际学生而言，OPT项目不可或缺。”
马里兰大学-商业圆桌会议的一项研究得出结论，至2028年，限制OPT将导致美国经济失去44.3万个工作岗位。
北佛罗里达大学经济学教授马德琳·扎沃德尼（Madeline Zavodny）为全美政策基金会（National Foundation For American Policy）所做的一项研究发现，经过查验九年以来的数据，国际学生与美国科技工作者失业率降低具有相关性。
